The Rule of Five was established after the founding of each of the settlements; Spring, Summer, Autumn and Winter. It was considered that for decisions affecting the human species as a whole, fair judgement should be made and that influences should come from each of the 4 settlements and from the migratory group. Thus the rule of five. Since then the term has become somewhat used in a sacred way. Should a decision be made, five people are normally called upon to make that decision. A person from each settlement is elected to be a member of The Rule of 5 and serve until they die. At which point a new candidate is elected. Due to the distance and nature of the migratory path, meetings are difficult to attend and so The Rule of Five is only called upon when the need is dire and the circumstances will affect the entire Humans species. It is known however that should a crisis arrive that requires immediate action to resolve The Rule of Five cannot be enacted. The time it would take for the members to make it to the meeting could already be too late.
Each member of The Rule of Five has equal weight in decision making. If a vote is cast a majority must be reached to allow the vote to pass.
They wish to safeguard the human species and shepherd it to a safe future.
Founded after each city was settled, The Rule of F has only been called upon twice since its creation. Once to decide whether a purge should take place to attempt to clear the Fjölmine from the mountains. It was decided the threat was too dangerous and the resources too much. And to decide as to whether another ruin should be cleared to allow a new settlement to be founded. Discussions on this point lasted many days, it was regarded by the migratory candidate that there was no need for a new settlement as there were already places to stop on the path. However many of the settlement candidates argued that there are more benefits to settling than just having a rest point for the migration; including new and more resources as well as safety. A decision was finally made after many days of deliberation that fell in favour of clearing the ruins.
